Arena queue work like this :
In the first 60 seconds you will looking for someone who has closest rank point compare to you.
After 60 seconds you will be match with ANYONE at ANYRANK.
So if there are only you and a ninja student queue at the same time. Congratz you will meet him for sure after 60s. There is nothing wrong with the queue system.
The problem are there is no goal to do arena
- After you get to sage of six path there is no use to trying in arena.
- Few thousands exp daily? Meh I can pass that and still leveling fine.
- Arena shop sux. Itachi is good but only when skill book come.
- I can just make a clone, stack 8 arena missions and fini* all in couple minutes every 4 days.

What they need to do is revamp arena reward, give players a purpose to do it daily. If they reset ranking rewards everyweek believe me you will get match with people around 10 seconds of queue at anytime. Who doesnt love coupon?
