What level do you get that team instance on ? Im lv 80 and there is only lv 70 tI available at the moment is it lv 81?

yes you need to be lv81 to see TI lv80

Like skymind said, you have to be lvl 81.

My battle power with is team is about 37k. I would focus on killing all the pains first and then the adds.
