If you want to go with Wind Damage team, I'd say get Kankuro, Naruto, and Temari 3* as soon as you can. I'd also say sweep for Karin and Kurenai whenever you can, since while empress formations have their obvious flaws, those two characters are still useful for Wind in various other formations.

- Giant Rasengan, Shoot-down Rasengan, Flower Guard

If you have Karin, she's better. If that's not an option, I'll try to think of a new formation for you.
