Best advice I can offer you is to wait until level 70, it may sound harsh but the pay out will be great! Currently most of the ninjas you get from the treasures you'll either get from a free draw or shop or survival depending. On the benefiting side, there are not many that give lightning a bonus much besides Sasuke and Guy "Depending on your build", but soon there will be.
