It's subjective. Yes, your opponent is likely to select all jutsu in that situation and queue them up straight away to avoid losing the chakra, but that allows you to utilise your own sealing and other chase-combo preventers like immobilise and paralysis to stymie that attack.
Wind Main prefers to actually hold back a little in the itachi-barrier to ensure it can wipe any detrimental rebuffs off of its team first, which may mean there is a pause in queuing up mysteries. This can be exploited by Kisame and other chakra drains like Shino, so means they have to risk not having their combo go off properly in order to hit with the mysteries (which then means they are cooling down as well)
