• im not even sure if the rares in normal seal are fixed if they are it takes 60 scrolls for a rare ... rare means chio , itachi , konan, daidara, sanins, sasori etc.
  and wich one you get ... thats random so if you for example got a sasri ... its another 60 for the next rare.
  
  But like i said im not sure with Seal tresure ... cause nobody actuly draws from seal anymore.
  
  and a little bit to Chio herself. yes taht are a loot of chases she has ... but they do like no dmg at all.
  so even if you get her, you need enjas taht do a loot of dmg ...otherwhise you gonna fall asleep while you combo ... and then get destroyed

• Aside from her chases, she is an excellent chakra hoarder for your team and will greatly help with future ninja that have expensive chakra costs (i.e. Kazekage Gaara with 80 chakra mystery). This'll enable your really high cost jutsus to be used by round 2 or enable your entire team to pop off all your mysteries at once.

• I have thrown 2 x10 dices for 400 coupons and 2 free dices and got great rewards though only 140 pts.
  
  Chiyo is 20 pts each for 80 frags = 1600 pts. So 1.1k coupons is not gonna cut it.

• You need 1600 points to get her i think and you get between 5 and 10 points from landing on different places on the grid and 1 dice is 20 coupons . I dont think you got enough . Events come back though so you can eventually get her if you really want her. I dont think this is the best event to get ninja on its more about collecting various things off the grid. This event is great for getting lots of magatama and scrolls at value price the ninja frags are more of an extra if you wanna save for ninja frags the sage treasure with discount is probably better event. • Bad news for you, she is 5k+ ingots/coupons as you need about 275~ dices as they give a bit less then 6 points on average.
