Well the level 70 sage treasure is really what you should be spending your scrolls on at this point anyways. And yes, you'll get more mileage out of Ao than neji. He also works very well with Kisame. Kisame chases his Repulse, causes knockdown for Ao to chase and he can cause acupuncture himself. Ao/watermain/kisame/whatever would be a pretty solid build.
