In general, Kankuro can be useful as a combo starter, but as mentioned above the puppet is fairly fragile. In addition, I feel like he gets a lot of his utility and usefulness from relying on the puppet, which makes him a bit harder to use.
Kankuro 2* is often pretty bad in matches where your team is controlled by the AI (in ranked battle et cetera) because from what I can tell he has a pretty low initiative. This leaves him vulnerable and weak, so he can be really useless if you put him on your ranked battle team.
3* Kankuro fixes that problem by spawning the puppet at the beginning of the turn. He does decent damage from my experience. But the puppet-respawning seems a little expensive for my tastes to be honest - is it really worth 40 chakra to summon a kinda fragile blocker? (even though it'll heavily boost your attack and guarantee a combo)
But he's pretty solid all in all during early-to-midgame, from my personal experience. Late game (and more daily logins) allowed me to obtain other comboers like 3* Naruto, GNW Kankuro and Kiba, and more, and he is somewhat overshadowed by these guys in my opinion. I used him for a while, but replaced him with GNW Kiba. (because GNW Kiba's Akamaru is pretty tanky, which makes up for Kankuro's biggest weakness)
