Firstly, the Mist Jutsu only affects non-water ninjas, so if your opponent's water ninjas can still attack after Mist Jutsu.
Secondly, your opponent may have reflect passives that bounce off the Blind effect onto your own ninjas.
Thirdly, your opponent may have ninjas with clean debuff action which will get rid off the Blind effect.
And you can easily determine if a ninja has the Blind effect on them since they will have the yellow color on them.

Can't do standard attack
A ninja has 3 type of skill: Standard attack a.k.a. the auto attack, Mystery attack which you have to active manually and generally cost chakra, and lastly the Passives.
