Early on without summons Hinata/Sasuke/Karin or Hinata/Sasuke/Iruka work pretty good for fire mains. Try this is you want.

10 combo chase and mirror passive, can change Karin or Iruka, whoever you prefer more.

Her taunt doesn't work, but she still dodge just fine and main thing is her acupuncture on chase. Later on more and more people start running Hinata on second row, because they want their combo starter to be on move 1 so he goes first. Just have her in mid lane where she is most likely to be hit anyway.
