4th place in war.. an we get only 2 hero packs and 8 elites.
but..
4th place is: 3 hero and 7 elites.
so. whats going on?

I think you misunderstood something. For 4th place, group will receive 0 legendary gift pack, 2 hero packs and 8 elites packs.
