Guys im trying to make a tier list of the ninjas availible in American Naruto Online and i want your opinions to help me make it better. Im basing the ninjas off there final transformation aka when Sasuke goes to 3 stars he doesnt change after that. TBH wouldn't you count all the ninjas who start at 1 star D rank... that's how it goes in most games
