Water main also has it. Since it shuts down jutsu for multiple turns it's a good status effect to put down ahead of time to plan for a combo in a later turn. C*so be used to guarantee a certain ninja doesn't have access to his ability for a long time. People use it on Lightning mains a lot to shut down their combo breaker because Chidori can't be used till turn 2 while Neji can be used on turn 1 (and Neji usually goes first too).
