• Depends what you need but generally the higher the better. Sage has a very small pool so with each Rare you have 33% chance to get what you want while in the rest that drops to below 15%(10% for Seal). There's shinobi worth getting in all of them but imo save up for Sage pulls

• Rares are between 4x10 - 7x10. 60 seems to be the most common.
  Super Rares are around 400 pulls.
