• Depends what you need but generally the higher the better. Sage has a very small pool so with each Rare you have 33% chance to get what you want while in the rest that drops to below 15%(10% for Seal). There's shinobi worth getting in all of them but imo save up for Sage pulls

• No, all treasures have their own set of pulls, so for example, you've already pulled 40 seals from Seal Treasure, but that will not count towards the overall set of pulls for Sage Treasure.
  
  If it's going to be your very first time pulling 10 seals for Sage Treasure, then that will be your very first x10 pull.
  But, yeah, you will generally pull a rare ninja within 40-70 seals.
