+Health -Ninjutsu, no debate. Equip him and view the detailed stats ingame, he has really good health and taijutsu growth, and his defence and resistance scale with your amount of hp due to being able to tank with his passive. As for ninjutsu, he doesn't use that as all save for his passive.
