thank you. I am only level 35 now but that is what i will work towards. Is there a way to gaara frags after the top up event to get him to 5*?

Regarding the empress build, that is what i am aiming for. Is it better having Karin over Iruka in that build?

Furthermore, i am using naruto/temari/main/tenten for Nine tails beast at the moment, does that sound good to you?

Yes, but it'll be pretty hard since the number of required frags increases as there are more stars.
If you happen to see it in the blackmarket that sell them for coins, sure, but I wouldn't invest coupons or ingots for that because a different version of him will be released later on and has a stronger power - gaara (5th kazekage)

if your naruto is 2 or 3 stars, that's alright too
you'll always want to have ninjas with attacking mystery for the kyuubi event
lee (8 gates) and gai sensei are good for this as well

Finally, should lee replace my temari or tenten in Nine tails then? or only when i have gai?

yes iruka is a good ninja to have on your team, has interruption and creates a shield for your team

the 8 gates one? the normal one doesn't work as well
if so i would sub him in for tenten if you're using wind enhancement for your passive
