there is a tutorial on youtube on how to do exam 95, did it with free to play 0$ value char at 77 using 24.3k power water main, you need A LOT of luck for it and i mean A LOT since you will be looking for a crit immobile bomb to kakashi and guy to have the chance to beat it, if you don't want to rely on luck then over power it instead. good luck
