If this is the exam I think it is with Jiraiya (have a bad memory) this is what I did.

Try Fire, Kankuro, Guy, Naruto. Summon TonTon or Chameleon

Use Sleep attack in first position so that you shut down all of Jiraiya's attacks. I used this team and saved all of my jutsu for the frog. If you have low power then it might take a few times to tank the frog just right (meaning he hits mostly clones/puppet instead of ninjas)
