If you wanna make real use of your coupons keep it to major fuku deals, the ones with the ninjas that cannot be recruited otherwise. For years and years on it worked the same for all the ninjas; they came up with recharge rebates, started appearing on Rng events (sloth/shinobi feast) and then appeared on 40k or lesser fuku deals; then they became available to community. It is just how it works. Even back in 2017; i remember a group master making 9k for base shisui (inf. illusion wasn't a thing back then) and in the following few weeks; then he became a Myoboku Trial freebie. In its core game didn't change much by the way it approaches onto ninja releases/availability.
