the main problem with this setup are:
1) with hinata at move 1 and very front u are just giving ur opponent to control hinata in round 1 even if u use hinata mystery in round 1 --- reason: several ninja who have certain hit in their standard attack or a puppet can trigger the combo into hinata and if the combo include immobile or accupunture u can forget hinata completely
2) and this is the biggest issue... your main gun who will trigger the combo or create dps is not placed in a favorable position so it very high chance the opponent will be faster than you and destroy your combo in the round 2
well this was a basic setup when nobody had gnw kankuro at that time and i dont see many using normal chiyo and normal kankuro in their lineup. however, you are right many standard attack will hit her but nobody will put his puppet on front line to start a combo, and in the end who will have better refine and in better positions will attack first. Even naruto can hit her regardless of her shield up. Hinata is a front tank so i dont think it is ideal to position her in any back line; in this lineup, there are different starting points of dps, and until unless i am using death mirage there is no point of placing my main on 1st position.
