You want to friend request people on your server. Can do this by clicking a person in South Konoha and clicking the icon to friend them in the mini profile that pops up. Alternatively you can add friends through the ranking UI (gold trophy). Forum and other social media spots cover all regions / servers, so you'd want to focus on your server specifically for in game benefits.
