A simple solution would be to put Indra, Ashura, Obito, Madara Final Battle in one package while the other had Guy, Pain and Hashirama, this way you could leave these packages of more legendary ninjas for a higher price while the rate of the Indra package and the other Shisui pack would be much better, it is not easy to collect +100k of coupons and still have the disappointment of not recruiting even the 3s ninja.
