As I imagined, Sai's skill updates are nerfs... before we played to try to limit the opponents, now they have given the "green light" to the various GNW Orochimaru, GNW Kabuto, Tendo Six Path and etc. ....

Ah, if someone didn't catch up to this yet: those lions chose their target at random, INCLUDING other lions. So, high chance they will explode on themselves and do one big nothing :)
It was a problem for P2W because it made the games balanced and you won with strategy; now as mentioned, it will be a solitaire game for those who start the fight first with the classic Indra team, tendo six, kabuto GNW (or maybe orochimaru GNW returns precisely because its natural counter is missing) and main;
However this was definitely not an upgrade, if we want to be kind, it was a change of skill and that's it.
I know, he was very useful in GNW cause he was an issue for stronger teams. Even if your own team was far behind in power, you could still help with those lions alone. Now? At best they will do nothing, at worst will only give extra attacks to Shisui and/or Pain as those immobile they cause is not unavoidable, it is just normal immobile. So Shisui/Pain will cancel them and get extra standards for free. Yay.
But that is precisely why we got this "update" - because Sai was a problem for whales, even if for single round. If he was a problem for f2p only, we could complain about him for years without any results. That's how Oasis works and that's how they bring this game closer to the edge of the cliff with each passing month.
I play this game since December 2019. Yes, there was always a gap between whales and f2p, but it wasn't the size of an abyss like it is now. Entire mechanics are pretty much pointless, others are ignored by certain characters (ie. Asura after BT who utterly ignores 95% of rules regarding chases).
