If you are sure you followed these steps:

1) Clear the game cache (COG icon in the top right corner > clear up system

2) Flush the DNS cache (open 'command prompt' on the PC and type "ipconfig /flushdns" and hit enter)

3) Reboot the PC (to be extra sure reboot the modem/router too

If the steps above didn't help do try to do a clean reinstall of the client from a version found in this link Mini clients. Or find the 3.5 mini client in the Microsoft store.

If this didn't help might try a VPN.
