It's purely based on luck when it comes to Lucky Stars Wheel. There are those who get it with very few x10 pulls and there are also people who fail to get it despite maxing the wheel for a week. More than maths; it's a matter of chance; a risk not worth taking with hard-earned coupons

I spent 30k in Lucky Wheel, didn't get him.

However, I did managed to get Kimimaro [Halloween] and to 4 star my Edo Third Hokage as well as picking up Naruto Ronin (from Fuku)
