Wait until you have enough seal scrolls for a seal rebate, which is 500 or 800 seals depending on your preference. Most treasures are used to recruit ninjas needed for four star skillbreak, rather than "good" ninjas at 3 star.

Also good to wait until Carnival Celebration recruitment rebate, as there historically have been ninjas for recruitment for using seal scrolls, like Five Kage Summit Madara.

But how could I obtain so many Sealing Scrolls

i always take the frags of them and summon scroll from groceries storage room you need sun scrolls for that

and there is 2 weekly on monthly event and the reste come by it self and some events

sometime you get lucky by get it from survival trail and sealed ninjas and there is ranked arena and theme arena too
