I would recommend 4 starring Choji GNW for his breakthrough using the recruit functions exchange. Some other P1s to work toward is Naruto SOSP 4 stars for his BT, or Madara ETR 4 stars for his breakthrough.

For now, Choji GNW, Hashirama NY, and Rin or Guy could work well.
