Over the past year or so I've spent around 500k coupons across 8 different accounts in the wheel, Mei dropped once after like 60k, 10t Obito dropped once last year after around 180k, then nothing else, however that useless Jugo that they put everywhere I did end up 5 starring him on 2 accounts, it seems like a statistical impossibility that spending that much and spinning this much nothing worth having would drop, only one person in my cluster ever hits jackpots, and it's one that started recharging just a couple months ago, no one else gets anything, so at this point I'm 100% convinced this isn't just a low drop rate, it's rigged not to drop at all.
