Anyway it would be good to change oro gnw in tailed beast event, he is strong but he is here for about 1 year :/.

I'm not 100% sure how it works but I have an idea that is:
It's not 100% paid event.
It has 100 levels, you get exp and level up when doing activities and such.
If you don't buy advanced scrolls you can only level up to lvl 60 of the basic rewards (you don't get the paid ones bellow)
From what I heard, you can reach lvl 80 if you buy the basic scroll (600 ingots in German) and 100 if you buy the advanced scroll (1000 ingots in german). Note that if you buy the advanced scroll, you don't need to buy the basic one (that costs 600). I'm not sure about this but I'm confident it works that way.
After reaching lvl 100, you c*e excess exp to spin a wheel. 100 exp per spin (you c*so buy 100% exp for 50 ingots)
