I gotta say this is a pretty good new card, especially for PvE content such as Infinite Illusion

Also the first card that I maxed out fully level 1>10 so I'll show you the power gain and training potions amount spent first

around 57000 power gained

Now the skill part:

So at max level you will get attack/ninjutsu 5% increase which is a nice buff

Now, what exactly is an "on-field passive skill"? It should theoretically count everything that your ninja does by himself passively during the battle such as dodge-passives, healing-passives, chakra gain-passives, damage passive.

So the usability of this buff really depends on the ninja used, some viable ones would be Kushina [Red-Hot-Habanero], Naruto [Sage of Six paths], Obito [Ten-Tails-Jinchuriki] etc.
