I finally decided to finish my Shisui with this Konoha Great Tree + Fukurokumaru Deals combination and here are my results

You can see the estimated Shisui drop rate from this if you are planning on spending, overall it's worth for the power items anyway

You need 1970 points to even reach level 7 which is around 37400 coupons/ingots spent already

As you can see from the images above, I got exactly 2x more Hashirama and Jiraiya fragments from the level 7 tree than Shisui fragments. Considering I did 3570 draws in level 7 and got 33 Shisui fragments, we can estimate Shisui's drop rate to be at around 1 fragment per 2000 coupons/ingots (at least in my case, which might be on the lucky side, since I asked a groupmate who spent and he did get around 1 per 2500 coupons actually)

Overall you could expect 1 Shisui fragment per 2000-2500 coupons/ingots

As for Hashirama and Jiraiya fragments they seemed to be 1 fragment per 1000 coupons/ingots in my case.

Calculation used in my case is 67830 (amount of coupons/ingots spent) / 33 (amount of fragments received) = 2055
