the only NPC that exist and i know which is still not able to use is Hanabi Hyuga in East Konoha.

The NPC in ur screenshoot has a grey questionmark which means it is an NPC of a story or sub-plot which u startet but not finished, because for example u need to get the next level first to fini*.
