You will need to wait for a new cluster to be formed for your server range, and then cross event functionality like space will open. Unfortunately there is no set date for the formation, as it depends on multiple variables (eg: sufficient player density) before it can happen, as rushing this process would lead to potentially the cluster prematurely being too small.
