they had shisui in the konoha special sales one time, still a rip off don't get me wrong, but it was a better "prize" than 1 tool essence and a paltry amount of scrolls

just recharge and spend events with almost entirely terrible rewards, the only one worth anything at all being the same jiraiya that every single player already has
