With skillbreaks he's among the best supports out there, definitely has a place in f2p meta and even whales might consider using him.

at 3 star no not really. He's just outclassed by Summer Kurenai who does what he does but bette, But at 4 star's with full BT's he's the best just generic neutral support in the game being able to single handily counter most units outside of very few p2w ones. his BTs enable you to pretty much control everything that isnt a Sus Shisui and round 1 full team controls is doable with the greatest of easy. Not to mention he can enable teams to just swing thru Naruto turbo.
