When you unlock certain character informations you'll also get progress towards that new clothing, all 50 fragments from unlocking 10 ninja blessings.

New clothing:

The clothing itself won't give you too much power, because stats like initiative, attack and ninjutsu give the most power. Resistance and critical are decent stats also, especially critical.
