Kisame (with skillbreaks) is an outdated ninja for PvP, mostly used for 3v3 nowadays. Can be useful in PvE like ninja exams or nature training.

6p Naruto (with skillbreaks) is a pretty good ninja for f2p players, maybe a bit overshadowed by ETR Madara, but still can do decently in PvP. C*so be used for PvE.

So yeah, Naruto is likely the better choice overall.

Most ninjas that have breakthroughs have skill trials, tho there are a few exceptions. 6p Naruto isn't one of them, he does have a skill trial.
