it is bad either way, even on new server, if she is there means something a lot better was potentially there which maybe would had helped a lot more on new server or so

kushina red for example is still relevant even nowadays at mid tires and if starting on a new server with kushina red in special if you can bt her (and if i remember correct wasnt she in the last month login?) but there are other old ninjas that can be given that can be somewhat relevant in low tire metas such as madara 5k, sasori 100 pupets and whatnot, i'd argue that sasori 100 pupets is a lot better then something that we get already for free passively or is straight up useless in any form no matter the meta
