What is this? How to use it? I totally understand its description, but I don't trust it. So, what actually this thing do? No gonna waste 50 coupon just for some strange thing which maybe attracts attention.

Hello,
This item is for a feature that is not presently in the game. It was erroneously added a few patches back and hasn't been removed so that people that bought them don't have their items removed, for if/when the feature is added. At present it has no use, so we would not recommend buying it.
