Hi!
You can get Konomaharu only from Community events tab if your invitee completes a 1st time recharge. (Community events tab should be visible in browser version of the game)

    If you get to Sennin Six Paths in arena you can get konohamaru for free.
Isn't that the Konohamaru that summons Udon and Moegi? Because this one is the 1 star version.
