hashi hiruzen kakashi are not complete (if you lack any p1 ninja kakashi is sort of ok-ish but not perfect, naruto sage dont even think, he is literally free, mabui is not that great anko seems decent, she is nice in special for illusion but watch out she doesnt stack chases with the other konoha guy that gives chases

80 Anko, 5 Kakashi. Hashirama everyone gets for free, hiruzen not worth, sage naruto obtainable with group coins/packs, mabui useless

I'd say save your pack until the next fireworks. In case that you can complete hiruzen or Kakashi.I personally finished my Kakashi Summer (Had exactly 35 frags before the event)
But on my other server that lacks better ninjas, I am saving my pack so I can try and get Hiruzen if the next fireworks contains the same pack, which knowing Oasis, it will.

If I didn't have Anko I would go for her, she scales quite well, her mystery is also good for support ninja. Kakashi and hiruzen can do well both in p1 and support

Kakashi & Hiruzen is my choice
