Got Naruto Sotsp recently and I'm a bit confused about something. His standard attack description says, "...fixed chance of causing 5 combo and reduces his own mystery cooldown by 1", but he doesn't cooldown his mystery every time he attacks. I thought the cooldown didn't activate cause he missed the opponents, but I tested it out and that didn't seem like the case. Is he suppose to cooldown his mystery every round or it is chance dependent?
