Edited: Alright, this is apparently a visual bug. The buff icons will pop up on these ninjas, but they do not actually receive the buffs. If you play with them you'll see that they are not gaining the listed increases, and no shields should be able to land on them. Sorry for the confusion! I will push this bug report through again for you.

Edit: Also, it is worth noting that some of the ninjas you mentioned deal in scaling, not buffs, which is not affected by No Cheating, which could explain why this isn't working on these ninjas.

Ah, you're right, the in game tooltip does not say this, though it is stated on Proxy, and I've confirmed it. I'll put in a request to have the tooltip udpated, as well.
