Hello,
There are several reasons this might have occurred. Are you getting any kind of message when you try to send? Or did you get any type of mail or notification informing you you have been muted?

I just noticed there says 'Chat restricted' is it about that ?

Hello, yes the chat restriction is due to you being labelled as a "minor" in your chosen country.

If you believe you should not be labeled as a "minor" based upon your country of residency, you can try to create a CS ticket. If you are indeed a minor, then you will unlock the ability to chat in these sections after reaching the age of exceeding being a minor.

its my fault at first place for not setting my birthdate right and thanks for the help man:))
