Not really a bug in splash damage. It could be considered a "bug" in that level of strong approaching, or like most strong approaching you could look at it as the trick to winning. Something similar can be done with kabuto Halloween on the Hanzo strong approaching with the enemies that only take 1 damage from normal damage.
