This better be a typo/wrong battle power pack. If it isnt, then its a nerf. It was always 320 Epic Refines in Fuku Packs, and this looks to be 256 Epics. (16packs*8optionals*2epics=128*2=256).
Battle Power packs that contain x8 Optional Refines Packs were in Fuku Deals only when there was 20x Fuku Optional Packs. This time, theres 16, so we should have Battle Power Packs with x10 New Refine Optional Packs instead.

With the amount of ninjas and bts that has been released since the time you mentioned they could even give 2 different fuku packs to chose from you wouldn't cover half of the decent ninjas people want to bt or recruit, but at least you could have variety and opportunity for people who had to skip or weren't even playing at the time and unlike china we need 4stars to bt ninjas..

Why want things to keep stagnant and not get better.
We had the same Tis for years,same ninja exams,ultimate training, weekly events,items almost impossible to adquire, as well as ninjas at this point, and a lot of the same things for years and years without change, it's because some people think like that.
