Just keep playing. Filling the exp bar a bunch of times will get you to lvl 8.

I thought it increases based on you highest friend level with another player.

You get exp for watering not filling your bar. You can get 11 exp a day by watering your own tree + 10 friends. Also Water in one click *on is bad, it waste some exp compared to watering 10 people by clicking each one. You can see your current exp if you hold mouse over where it says Wishing Tree Lv 7.
