Because you didn't pull complete ninja yet. There are single naruto / madara frags in this treasure outside of super rare draw in the pool. I didn't pull in treasures for years now but GNW super rare is in between 900-1050 scrolls for the most part so just keep on pulling.

I know, what I mean is that they marked it as a jackpot as if they gave it to me in full, besides that I already have the Madara and I have spent around 1.5k rolls in that Treasure

As stated, you didn't miss out on your chance for getting the full prize. You just got a single fragment. You'll still get the full pull some time in the future. You just got a single fragment early is all. You got lucky and got a single fragment. It happens sometimes. If you're at 1,500 pulls, you still have about 500 to go until you get the 80 fragment draw.

I don't know, as I had understood they are between 1.05 and 1.2 rolls in all the jackpot treasures
