As I logged in some old servers, I see everybody having Shisui Kotoamatsukami in their line-up. Im wondering which event gives out that ninja and how to get him?

you can't for now, the event where they gave the shisui-koto for free is over,

chances it won't come in free for a very long time again, and it's probably worth to get other more relevant and recent ninjas.
